Personnel Officer I - Payroll Unit

Processes weekly payroll forapproximately 400-500 employees, entering and verifying time and attendanceexceptions in HR/CMS including overtime and differentials; proofing payroll toensure errors are kept to a minimum by reconciling on a biweekly basis; makingappropriate adjustments (overpay/underpay) in HR/CMS, Payroll Receipt Vouchers;maintaining employee calendars; receiving, sorting and distributing pay adviceseach pay period; monitoring employee vacation status and adjusting status asneeded. Requests Dyna-cash checks for emergency payment due to payroll error,as needed. Train timekeepers in proper coding. Reviews and monitors salaryincreases including union/contract increases; step raises; reallocations.Delays steps due to being off the payroll and/or below ratings on EPRS.Processes retroactive payments as required. Completes form pertaining to unemployment claims and verifications ofemployment. Process buyouts upon employee resignation, retirement ortermination. The ability to create, input and retrieve access reports throughthe Commonwealth Information Warehouse. Prepares statistical reportsusing HR/CMS, warehouse and other databasesResearches and prepares response for inquiries regarding payroll issues.Performs other duties as required.
The schedule for this position is Monday throughFriday, 9:00 a.m. to 5:00 p.m.
Preferred Qualifications:
Payroll Experience. Knowledgeof employee benefits available to Commonwealth of Massachusettsemployees. Knowledge of bargaining unit contracts as they pertain to varioustypes of leaves and employee benefits. Knowledge of HRCMS and MAGIC systems.Knowledge of rules and regulations related to Personnel/Payroll Processing.Knowledge of bargaining unit contracts as they pertain to various types ofleaves and employee benefits affecting payroll. Ability to work in a teamsetting. Ability to deal tactfully with other employees and with customers.Ability to communicate effectively in oral expression. Ability to exercisediscretion in handling confidential information. Must be proficient with Microsoft Access,Excel and Word.

The agency shall consider anyincidents of sexual harassment in determining whether to hire anyone who mayhave contact with offenders or residents.

Minimum entrance requirements:
Applicants must have at least (A) two years of full time, or equivalent part-time, professional experience in personnel work, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions: A Bachelor's degree or higher may be substituted for the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
